Judith A. Shapiro has now practiced Indian law for 25 years, most recently from her own Washington, DC office. She has extensive expertise in tribal gaming, including management, development and financing agreements; Tribal/State compacts; administrative regulation of gaming agreements; and the continuing development of standards governing class II technologic aids. She has long been involved in battles to establish tribal recognition and litigation to preserve tribal sovereignty, including litigation on behalf of tribes in federal and tribal courts, as well as years spent on behalf of the Seminole Tribe of Florida to secure a compact or Secretarial Procedures for class III gaming. Ms. Shapiro has provided advice in connection with tribal development and financing, acquisition of trust land bases, and the establishment and expansion of tribal gaming facilities on behalf of the Mohegan Tribe of Connecticut, the Seminole Tribe of Florida, the Rosebud Sioux Tribe, and the Cheyenne River Sioux Tribe. In addition, she has provided advice on Indian law to IGT (International Game Technology) and to Merrill Lynch & Co. Ms. Shapiro holds a law degree magna cum laude from Georgetown University Law Center and a Master's in Fine Arts from Sarah Lawrence College in the performance of Early Music. She holds a Bachelor's degree in anthropology from Kirkland College, with a focus on Mesoamerican ethnohistory. Ms. Shapiro served for two years as a judicial clerk for the Honorable Richard Owen in the United States District Court for the Southern District of New York, and is a member of the International Masters of Gaming Law.
