Gaming Law Masters ... PENNSYLVANIA

Nanette L. Horner was hired by the Pennsylvania Gaming Control Board in July 2005 to work in the Office of Chief Counsel assigned to the Bureau of Licensing. In September 2006, Ms. Horner was named the Board’s first Director of the Office of Compulsive and Problem Gambling. She is involved in a national Exploratory Committee on Responsible Gaming Programs and the Association of Problem Gambling Service Administrators and is a member of the International Masters of Gaming Law’s Responsible Gaming Committee.

Ms. Horner has been involved in the gaming industry, as an attorney, since 1996 with experience in providing advice to tribal, state and foreign governments and industry clients; evaluating casino gaming in new jurisdictions; and working with government and industry representatives in the United States and in other countries. She is an adjunct professor of law at Rutgers University School of Law-Camden where she teaches Casino Law.

The Casino Law course provides an analysis of federal and state laws governing legalized gaming in the United States and in Indian Country. Course discussions include the powers of state and federal regulatory agencies and the underlying reasons for regulation and methods utilized to ensure the integrity of the gaming industry.

Ms. Horner received her Juris Doctorate from Rutgers University School of Law-Camden and graduated cum laude from Richard Stockton College with a Bachelor of Arts in Political Science. She is a member of the International Association of Gaming Regulators and American Mensa.
