Daniel
Schiffman is arguably the most thoroughly experienced and studied
commercial gaming lawyer in  New
York State. He effectively uses his skills as an advocate, mediator,
negotiator and business advisor.
Dan is highly regarded for his competence and integrity,
as evidenced by his membership in International Masters of Gaming
Law, Martindale-Hubbell av rating, and listings in The Best Lawyers
in America, Who’s Who in America, Who’s Who in American
Law and other Who’s Who publications.
Through his more than forty-year study of the gaming industry, and
participation in landmark cases, Dan acquired thorough insight into
gaming law, as well as the business and operation of commercial
gaming. His understanding of the economic development aspects of
the gaming industry served Puerto Rico well during his tenure as
counsel to Puerto Rico’s Economic Development Administrator
during the early ‘70s, when Puerto Rico was one of only two
U.S. jurisdictions which licensed and regulated casino gaming. His
earliest impact on the industry occurred during 1963, when he developed
methods for judicial enforcement of casino-related debts throughout
the United States. He also did early research into problem behavior
and helped create much of the fundamental law and practices governing
the respective rights and obligations of operators and patrons.
As a member of the Editorial Board of Gaming Law Review
since it began in 1997 and New York reporter for The Gaming Lawyer
since its inception as a newsletter in1985, Mr. Schiffman researches
and studies industry-related New York developments on a daily basis.
Other writings include the Puerto Rico chapter of the three editions
of the authoritative text International Casino Law (Univ. of Nevada
) and a monograph on international gaming debt collection. He co-chaired
every ALI-ABA (American Law Institute - American Bar Association)
Continuing Legal Education course on the gaming industry, and lectured
at the World Gaming Congress for thirteen consecutive years.
He is New York City born (1932) and educated as an
evening student while working full-time. He holds a BBA (Accounting)
from City College (1959) and a JD from NYU, where he earned the
University Prize Scholarship and held the unusual dual distinction
of membership on the Law Review staff and presidency of the Pre-Bar
Association. During his final year of law school, he served as Law
Secretary to New York City’s Chief Magistrate.
Among his civic activities, Mr. Schiffman served long
terms as Legal Advisor to the New York City Junior Chamber of Commerce,
and as an Officer and Trustee of the American Symphony Orchestra.
He began his present tenure as Music Chairman and a Governor of
the National Arts Club in 1986. His unblemished personal reputation
is exemplified by approval for gaming and alcoholic beverage licenses
in Colorado and Louisiana following intensive background investigations. |
