The Casino Law Group was founded by Cory Aronovitz. Cory concentrates in the area of casino and gaming law. He represents riverboat casinos, Indian casinos, Internet casinos and casino service industries including manufacturers and distributors of gaming related equipment. His practice involves appearing before regulatory agencies related to licensing and game approvals, litigation on behalf of the casino industry and providing creative solutions to client needs.

Cory is a frequent writer and speaker on various topics related to gaming, is a member of the Gaming Law Review editorial board, a founding member and member of the Board of Directors of the International Masters of Gaming Law, and an adjunct professor of gaming law at the John Marshall Law School.

In August 2000, Cory was named one of the "Top 40 Lawyers Under 40" by the Chicago Law Bulletin for his contributions to the gaming industry.

Mike is a highly acclaimed trial lawyer with extensive experience in all facets Michael Ficaroof litigation including administrative hearings, complex commercial litigation, class action defense, energy and environmental litigation, injunction practice, municipal law, shareholder disputes, tort actions, trust and estate litigation, as well as section 1983 plaintiff and defense litigation. His practice includes the representation of law firms and lawyers in disciplinary, malpractice, contempt, sanctions and fee disputes.  He also has extensive experience involving criminal representation of corporate officers in white-collar criminal defense, as well as criminal environmental defense, and general criminal defense.   • Extensive litigation and trial experience, including 100 jury trials, 1,000 bench trials, and over 300 grand jury investigations;
  • Having served as First Assistant Attorney General of Illinois, Cook County Deputy State's Attorney and Chief of Criminal Prosecution Bureau, and Special Assistant United States Attorney;
  • Being appointed Special Prosecutor by the Chief Judge of the Circuit Court to investigate the State's Attorney of Cook County;
  • Serving as Director of Enforcement for the Illinois Attorney General's Office where he was responsible for all enforcement actions on behalf of the State of Illinois; and
  • Brief and appellate argument before the United States Supreme Court and other various appellate courts.

Illinois strictly prohibits all types of gambling whether chance or skill unless specifically exempted. The Illinois Criminal Code provides in part:

"A person commits gambling when he plays or offers a game of chance or skill for money or other thing of value, unless excepted…." See 720 ILCS 5/28-1. That which is exempted includes:

Pari-mutuel betting; the game commonly known as bingo when conducted in accordance with the Bingo License and Tax Act; Lotteries when conducted by the State of Illinois in accordance with the Illinois Lottery Law; Raffles when conducted in accordance with the Raffles Act; Charitable games when conducted in accordance with the Charitable Games Act; Pull tabs and jar games when conducted under the Illinois Pull Tabs and Jar Games Act; and Gambling games conducted on riverboats when authorized by the Riverboat Gambling Act. Illinois is unique in its gambling policy in that it is one of only five states to specifically prohibit internet gambling. The Illinois Criminal Code provides that a person commits gambling when:

"Knowingly establishes, maintains, or operates an Internet site that permits a person to play a game of chance or skill for money or other thing of value by means of the Internet or to make a wager upon the result of any game, contest, political nomination, appointment, or election by means of the Internet." See 720 ILCS 5/28-1(a)(12).

"The Riverboat Gambling Act was enacted in February 1990, making Illinois the second state in the nation to legalize riverboat gaming. The Riverboat Gambling Act authorizes the Gaming Board to grant up to ten casino licenses.

The Riverboat Gambling Act created the Illinois Gaming Board. The five-member Board, appointed by the Governor and confirmed by the Senate, administers a regulatory and tax collection system for riverboat casino gambling in Illinois. The Board's staff performs audit, legal, enforcement, investigative and financial analysis activities.

The Board assures the integrity of riverboat gambling through the regulatory oversight of casino operators, and the licensing of suppliers and employees of riverboat gambling operations.

Each riverboat gaming license authorizes up to 1,200 gaming positions (defined by regulation) and allows for the operation of two vessels located at a single specified docksite (which may be permanently moored). Persons must be 21 years of age to be admitted to gambling areas of the casinos. The Act requires that all wagering on casinos be cashless, meaning patrons are required to use tokens, chips or electronic cards for wagering. Recently the Board authorized staff to proceed with ticket in/ ticket out technology as an alternative to current methods of cashless gambling. Illinois imposes two taxes on riverboat gaming, a wagering tax and a tax on admissions. The wagering tax is a graduated tax rate up to 50% based on the annual adjusted gross receipts of riverboat casinos.
