Michael Lipton established the firm of Elkind & Lipton LLP in 1970 where he is Senior Partner and Chair of the firm’s Gaming Law Practice Group. He has served as senior counsel on several gaming law matters including advising on Requests for Proposals from government to operate commercial and charitable casinos and advising applicants who seek registration with the various Gaming Commissions throughout Canada. He regularly represents governments, gaming equipment suppliers, racetracks, casinos, software manufacturers and pari-mutuel operators in all aspects of gaming law.

He acts as senior counsel in advising gaming license holders throughout North America on gaming compliance and policy issues as well as advising provincial governments, lottery corporations, charitable organizations and public and private corporations in respect to the gaming provisions of the Canadian Criminal Code. Michael is counsel to the Ontario Charitable Gaming Association and has counseled the Alcohol and Gaming Commission of Ontario on Canada’s new "Proceeds of Crime (Money Laundering) and Terrorist Financing Act".

In 2008, Michael was recognized by his peers for inclusion in Best Lawyers in Canada and by Chambers Global for his expertise in gaming law. He is editor of the Canadian Gaming Lawyer and a member of the editorial boards of the Gaming Law Review and World Online Gambling Law Report. He has authored many articles on all areas of gaming law which have been published in several leading international and national publications and delivered papers at numerous gaming law conferences throughout the world.

Michael is a founding member of the International Masters of Gaming Law and its immediate past President. He is a member of the Canadian Bar Association, American Bar Association and the International Association of Gaming Attorneys.

He was educated at the University of Toronto and Osgoode Hall Law School and called to the Bar of the Law Society of Upper Canada (Ontario) with honours in 1967. He was appointed as a Law Clerk to the Chief Justice of Ontario in 1967 and appointed Queen's Counsel in 1979.  He is certified as a specialist in civil litigation by the Law Society.  He is also a member of the Bar of New York State. Michael has been awarded the Medal of Service by the City of Toronto and the Commemorative Medal for the 125 Anniversary of the Confederation of Canada by the Government of Canada.

Jacqueline R. Castel is currently on the Board of the Alcohol and Gaming Commission of Ontario, which hears appeals under the Gaming Control Act, the Liquor License Act, and the Wine Content and Labelling Act, and is a consultant on gaming law and compliance. She has over fifteen years of experience in gaming law and compliance.

Ms Castel began her career in gaming with the Ontario government, where she was involved in designing, setting up and ultimately administering the regulatory framework governing casinos. She was part of the opening team of Casino Niagara and served as the company’s first General Counsel/Corporate Secretary. She also served as Vice President, Legal and Administration, for Casino Rama for nine and a half years, with responsibility over the company’s Legal, Compliance, Security, Corporate Affairs, Purchasing and Health and Safety Departments.

At both Casino Niagara and Casino Rama, she designed and administered effective programs for complying with all gaming, currency reporting and privacy legislation. She also assisted the government of Nova Scotia and, more recently, the government of New Brunswick in drafting their casino gaming legislation.

Ms Castel has published a text book, Gaming Control Law in Ontario, which she updates annually to include the most recent developments in gaming law. Ms Castel has written, published and spoken extensively on topics of regulatory compliance, gaming law, and currency reporting legislation and is regarded as an expert in these areas.
