Regulators have significant influence on national gaming markets. Within some geographic regions, the laws in most jurisdictions are diverse. However, across the border, regulators may police their respective countries differently. How do regulators remain current in order to exchange knowledge and experiences between their jurisdictions? For example, if France now issues Internet gaming licenses to online operators, while Denmark works on its own licensing model, and Italy reports positive results from its first year of regulated Internet gaming, will these actions influence Germany or Norway? Or, the same online operators listed on the London Stock Exchange and legally conducting business in the U.K. may find that other countries deem that same business as illegal. How do regulators deal with unsynchronized evaluations? The expert panel will discuss these questions, and explain how a cross-border perspective may potentially influence Internet gaming.

The casino industry is reacting as consumers use less cold hard cash in their daily lives. This session will examine the current status and future expectations of cashless gaming in both “brick and mortar” casinos as well as payment mechanisms in iGaming. What is going too far in permitting a cashless gaming environment on the casino floor? What are the risks and benefits facing the operator and casino patron? The Armchair Regulator vs. the Attention Deficit Disorder (ADD) Regulator–the steep learning curve and getting it right and wrong. This panel will examine how the Internet search engines adversely affect a complete investigation of applicants. Lazy regulators may use Google to form firm opinions, basing their findings on unreliable sources. Taking the statements of ex-wives, ex-employees and business competitors may complicate licensure. The panel will also examine the “eager-beaver” enforcement agent, intent on discovering violations to assess fines, and those regulators seeking to satisfy legislative oversight and the press.
